Quebec Reopens Immigration Pilot Programs for Key Sectors

Quebec has relaunched three permanent immigration pilot programs to address labor shortages in specific industries. These programs, introduced in 2021, offer a pathway to Canadian permanent residence (PR) for successful applicants.

The three programs target the following sectors:

1. Food processing workers (PP TA)
2. Beneficiary attendants in healthcare (PP PA
3. Workers in artificial intelligence, information technology, and visual effects (PP IA/TI-EV)

The programs will accept a limited number of applications from January 13 to December 31, 2025. The quotas are as follows:

- 600 applications for PP TA and PP PAB each
- 600 applications for PP IA/TI-EV, split equally between AI and IT/Visual Effects components, with a maximum of 150 applications in the Francisation profile per component
